Examine how Germany unified after being split into two countries after World War II. Once the border opened between East and West Germany and many people poured into West Germany, East Germany was on the verge of collapse. The foreign policy team of George H. W. Bush drafted the 2 + 4 plan, focused on the two Germanies (east and west) plus the four powers that occupied Germany after World War II (the United States, Soviet Union, United Kingdom, and France).
