Friend or Foe?

Each of South Vietnam's 44 provinces had its own chief. Some were just political appointees, corrupt allies of President Diem. Tran Ngoc Chau was different. A staunch anti-Communist, he was absolutely incorruptible and was made Province Chief of Kien Hoa, the Viet Cong stronghold. His approach to rural pacification was to improve the lives of the people and to persuade the Viet Cong, rather than hunt them down.
