As a grand jury absolved the National Guard of any wrongdoing in the Kent State shootings and indicted 25 student "agitators," the anti-war movement struggled to find a continued purpose. In the wake of these rulings, some looked to returning solders to lead their movement while others found new outlets to express their values and beliefs.
