Learn how the United States responded to two humanitarian crises in Africa during the early years of the Clinton administration. in this video adapted from Clinton | AMERICAN EXPERIENCE. In Somalia, where violence among clans led to mass starvation, an initially successful effort to provide relief ended in tragedy when two Black Hawk helicopters were shot down in 1993.
