The key role of the principal is instructional leader. However, there are many pressures that prevent principals from getting into classrooms to help teachers build their instructional capacity. The traditional time-consuming observation cycle may be a key problem. To retain highly effective teachers requires the principal to attend to working conditions and demonstrate keen attention to instructional leadership. A new role may be emerging for a “school administration manager” who will allow the principal to spend more time with instructional improvement.
