Wade-Davis Bill (1864) and Resource Materials
This is a facsimile of the 1864 Wade-Davis Bill, a Reconstruction plan requiring that 50 percent of a seceded state's white males take a loyalty oath to be readmitted to the Union. States were also required to give blacks the right to vote. Initially vetoed by Lincoln, Congress passed a more stringent version after his assassination.
